Welcome to Citizens Connect! The services provided include the ability to search permits, pay fees, upload documents to existing permits, schedule inspections, apply for ePermits, and active permit tracking. 

The calendar to schedule inspections will be closed until April 9th in response to the Governor's Stay Home Stay Safe order and not available for scheduling. The inspections will be limited emergency repairs and other work in accordance with the Governor's order.  Inspections will be performed using video capabilities, and some inspections considered complex in nature may be postponed at the Building Inspector or Building Official’s discretion.  For questions regarding inspections and scheduling email and you will be contacted regarding the inspection. Please leave the below information and the specific rational for the exception.

A permit must be applied for to use the Upload Portal.  Please review our submittal checklistdocument naming convention, and plan requirements prior to submitting files.

How to apply

First time users must register an account before applying for permits or using the ePermit process. ( instructions)

Simple Permits

Simple permit types

  1. Log-in to Citizens Connect and follow the prompts to apply.
  2. Use a MasterCard or Visa to process and provide payment.
  3. Once payment is posted, the application is submitted to staff for review.
  4. Staff will review the application and email the applicant the permit within three business days once it is approved. 
  5. Print a copy of the permit to have onsite and available for inspections.  
  6. Schedule inspections as indicated on the permit. Inspection Scheduling.

Electronic Documents Preparation: Prepare construction drawings, permit forms, and supplemental information to allow for electronic plan review.  For example: convert to documents to PDF format, set security to allow comments, bookmark pages, etc.  (ePermit Application Process)More information

  2. Apply Online

    1. Log-in to Citizens Connect and follow the prompts to apply.
    2. Use a MasterCard or Visa to process and provide payment of initial fees.
    3. Upload documents.  Submit construction drawings, forms, and supplemental information.  After intake screening, an email will be sent to the applicant outlining the next steps.

  3. ePermit Review:  Plans may be reviewed by various departments.  Staff will notify the applicant once the plans are approved or if additional information is needed.

  4. Responding to Comments/Corrections: Once staff has provided comments, a response to each comment must be provided along with the corrected plans using the upload portal in Citizens Connect.

  5. ePermit Approval and Permit Issuance: Once the permit is approved, permit staff will contact the applicant with a fee balance and final instructions.  The approved plans will then be made available for download in the permit attachments in Citizens Connect.  A hardcopy of the approved plans is required on site for inspections.

Refund Policy

A written request is required to request a refund.

Each application for permit requires a plan review and technology fee at the time of application.  Plan review fees can be refunded up to 80%. Where partial plan review has been completed, staff will evaluate the time spent and refund up to 80% of the plan review fee. Technology fees are non-refundable.  There are other situations where a 100% refund may be appropriate, these requests are evaluated on a case by case basis.

We are the sole owners of the information collected on this site. We only have access to and/or collect information that you voluntarily give us via email or other direct contact from you. We will not sell or rent this information to anyone.

We will use your information to respond to you, regarding the reason you contacted us. We will not share your information with any third party outside of our organization, other than as necessary to fulfill your request, e.g. to fulfill an order.

Information given through the Permit Payment portion of this website is not retained in our system once the transaction is complete.

Information related to permit applications may be subject to public records disclosure.

Unless you ask us not to, we may contact you in the future to tell you about specials, new products or services, or changes to this privacy policy.
